That matters more for PDFs than for almost any other format, because the PDFs people need to edit are contracts, payslips, bank statements, medical letters and identity documents. Uploading those to a stranger's server to reorder two pages is a poor trade.
Why nothing is uploaded
This tool runs entirely on your own device. Your file is read into memory by JavaScript on this page, processed there, and handed back to you as a download. It is never transmitted to us, which means there is nothing on our side to store, log, leak or forget to delete.
You can verify that yourself: load this page, disconnect from the internet, and the tool still works. That is a different claim from a privacy policy promising prompt deletion, and it is the reason this site exists.
What it costs

Limitations worth knowing
Password-protected PDFs cannot be opened here — the file has to be decrypted before any tool, including this one, can read its structure. Scanned documents are images inside a PDF wrapper, so page-level operations work but text operations find nothing to work with; those need OCR.
Very large documents are held in memory while they are processed, so a several-hundred-megabyte file may struggle on a phone. Splitting it first usually solves it.
